Cromwell Rabi

CEO and Chairman of the Board

Cromwell Rabi serves as the founder, CEO, and Chairman of the Board. He founded the company in 2014 with the deep desire to create a company that would give people career opportunities and to create an equal and thriving team working environment, one that he did not have as he progressed through his career. Born in the Philippines, he embarked on his American dream and worked diligently to get GBS approved into the 8(a) program in 2018 to overcome the significant social and economic adversity he was experiencing. He is driven by a passion and care for his team that is true to his core values of honor, courage, and commitment. Through these core values, he has built a foundation of trust and leadership upon which strength is based and victory is achieved. Cromwell brings over two decades of diverse expertise, spanning logistics supervision, preventive maintenance, commodities management, and management assistance. Under his thoughtful leadership and unwavering commitment to the well-being of his team and to delivering superior customer solutions, his GBS team and family continue along a path to achieve their full potential.

Alan Kaplan

President

Alan Kaplan is a seasoned executive leader with over 25 years of experience in government and defense contracting, as well as in the defense nonprofit sector. Currently serving as President, Mr. Kaplan is an industry-recognized and respected leader with subject matter expertise in finance, governance, development, operations, contracting, and administration. He has a proven and successful track record of revitalizing, maintaining, and growing organizations, managing high-rapid change effectively, and nurturing the highest-performing teams. He has served as the National President and Chairman of the Board of the Navy League of the United States and was recognized with accolades such as Honorary Chief Petty Officer of the US Navy and received the Distinguished Public Service Award from the Commandant of the US Coast Guard. Mr. Kaplan is a member of the Board of Directors of the Navy League of the United States and the US Naval Sea Cadet Corps.

James Reed

Chief Operating Officer

James Reed is the Chief Operating Officer (COO) at GBS, where he leverages a holistic approach to drive business development and oversee operations. In this role, JR is responsible for defining and achieving GBS’s growth objectives and aligning them with the strategic goals set by the Board of Directors. With a career rooted in systems and software engineering, JR transitioned into executive leadership, and business development, directly contributing to the growth and success of small start-up companies. He brings a wealth of operational experience to the company. His expertise spans Department of Defense markets, encompassing Air Force, Navy, and Army programs and commands, as well as Air Force and Naval aviation logistics, depot-level management, and Army depot and logistics support for mobile command systems, and electronic component manufacturing.

Rakesh Gopal

Vice President, Technology & Growth / Chief Technology Officer (CTO)

Rakesh Gopal is a seasoned leader with over 25 years of experience driving innovation and growth in technology and systems management. As Executive Vice President and CTO at GBS Solutions, he leads strategic initiatives in emerging technologies, business growth, and operational excellence. With a deep understanding of the federal contracting landscape, Rakesh has successfully managed complex programs, cultivated technical teams, and delivered impactful solutions for clients, including a decade of dedicated support to NIST contracts.

Rakesh holds a bachelor’s degree in electrical engineering, a master’s in computer science, and an MBA from George Washington University, reflecting his unique blend of technical expertise and business acumen. His leadership and strategic vision continue to position GBS Solutions at the forefront of technology innovation and client success.

Nick Wallmark

Vice President of Federal Civilian Operations

Nick Wallmark, Vice President of Federal Civilian Operations brings twenty-four years of professional expertise to the table. With a strong background in executive leadership, program management, agile project management, software architecture, development, configuration management, and systems engineering, Nick’s career journey began in the late 1990s at Naval Air Station Patuxent River. He simultaneously pursued a Bachelor of Science in Computer and Information Science from the University of Maryland University College, graduating in 2000. Nick’s early career was marked by a diverse range of technical and leadership roles within the Department of Defense. Over a decade later, he successfully transitioned to Federal Civilian agencies, where he led numerous projects, teams, and contracts for prestigious organizations such as the Federal Aviation Administration, the Department of Housing and Urban Development, and the US Census Bureau.

Cara Lennon

Vice President of Finance and Administration

As the Vice President of Finance and Administration, Cara is responsible for the financial and administrative operations of the company. She directs and supports in the areas of Accounting, Human Resources, and Contracts. With over 13 years of accounting and finance experience working in the manufacturing and service areas, Cara has worked in positions from Accounts Payable to Finance Accountant. Cara holds two Bachelor of Business Administration degrees in Accounting and Marketing from Eastern Kentucky University.

Matthew Hoagberg

Vice President of Programs and Cyber Solutions

As the Vice President of Programs and Cyber Solutions, Matthew is responsible for multiple contracts, internal programs, and corporate expansion. Mr. Hoagberg has twenty-six years working in various aspects of information technology serving both Federal and commercial markets. He began his IT career converting Telon into COBOL during Y2K and is now working with organizations such as the National Science Foundation, National Institute of Standards and Technology, Export-Import Bank of the United States, Department of Interior, and the Bureau of Reclamation. Mr. Hoagberg is a graduate of the University of Northwestern and holds a Bachelor of Science degree in Psychology, later going on to become a co-author of “Security Assessment Case Studies for Implementing NSA IAM” as well as “Network Security Evaluation Using the NSA IEM”.
